The
Parks Township Board of Supervisors held their regular monthly meeting on December
18, 2023, at 7:00 pm in the Community Building, 26 Jackson Street, North
Vandergrift.
MEMBERS PRESENT: Gregory
Artman, Chairman Scott Kifer, Vice Chairman

Mr. Artman called the meeting
to order at 7:00 pm following the Pledge of Allegiance to the Flag. Copies
of the Agenda and Minutes were given to all attending and were posted along
with the Treasurer’s Report and Bill Payment List on the bulletin board for
review. Public comments will be
taken at the end of the meeting.
Mr. Kifer made a motion to adopt the
Minutes from the November 20, 2023, regular meeting; Mrs. Ralston seconded it; and Mr. Artman made
it unanimous.
Mrs. Ralston made a motion to accept the
Treasurer's Report for November, Mr. Kifer seconded it; and Mr. Atman made it
unanimous. Receipts for November were $71,256.76
and expenses were $78,732.16 leaving a total balance of $456,812.59 (General
Fund –$154,922.80; Capital Fund – $22,139.87; State Fund - $218,318.51; Street
Light Fund – $10,106.33 ARPA Fund $73,464.95)
Mr. Kifer made a motion to approve the Bill
Payment List for November 17-December 14, 2023, Mrs. Ralston seconded it; and Mr. Artman made it
unanimous. Each Supervisor stipulated
that his vote did not include anything pertaining to himself or any member of
his family.
CORRESPONDENCE
Kiski Valley Water Pollution Control
Authority sent their annual audit report.
Senator Pittman sent an invitation
to his Christmas Open House.
STAFF REPORTS
Police Report – Chief Lewis read the
police report from November 1-30, 2023.
Maintenance Crew- The
crew finished Penn Avenue for the D&G Grant. They put the spreader boxes on
truck for the ashes getting ready for the forecasted snow.
TOWNSHIP COMMITTEES-
Parks
Committee-The committee is still trying to organize a Night at the Races, an
alcohol license is now needed.
Planning Commission- The commission
is almost finished with a table of contents for the ordinance book. They are
also revisiting the Burning Ordinance, and creating a new database for all
township roads which was lost when the computer crashed.
OLD BUSINESS
There will be a presentation on
January 11, 2024, where DCED will go over the study that was conducted for the
police regionalization.
The contractor has started the
drainage project at Kepple Hill Park.
Chief Lewis reported the new police
vehicle has the running boards and bed liner and should be moved to the
upfitters some time next week.
The DG&LVR project on Penn
Avenue is finished and half of the funds have been given to the township and
also half of the funds for the project on Garvers Ferry have been issued.
The LSA Grant application has been submitted.
NEW BUSINESS
Phillip Tack from Orphans
of the Storm did not show for the meeting.
Mr. Artman made a motion
to have Estermyer and Associates, P.C. do the 2023 audit and to start as soon
as he would like. Mrs. Ralston seconded it and Mr. Kifer voted no.
Mrs. Ralston made a motion
to get the tax duplicate from the county, Mr. Kifer seconded it, and Mr. Artman
made it unanimous.
An email from People’s Gas
Co requesting the township to wait to start Maple Road until after they finish
their project in July 2024 was reviewed. The supervisors agreed that they could
not wait and will be starting Maple Road first thing in the spring. Mr. Kifer
said he would call and discuss the matter with them. They also requested a list of the roads that
will be worked on in 2024. Maple, resurfaced, Piper, Ash, Manor, Locust will be
tarred and chipped. Mr. Artman asked if Garvers Ferry Hill could be milled when
Maple is done. Mrs. Ralston said she would check into that.

There
was no public comment.
ADJOURNMENT
The next Regular Monthly
and Organizational Meeting will be held on January 2, 2024 at 7:00 pm in the
Community Building, North Vandergrift.
There being no further questions
or comments, Mr. Kifer moved to adjourn at 7:28 pm; Mrs. Ralston seconded it,
and Mr. Artman made it unanimous.
