Meeting Minutes

The Parks Township Board of Supervisors held their regular monthly meeting on November 18, 2024, at 7:00 pm in the Community Building, 26 Jackson Street, North Vandergrift.

 MEMBERS PRESENT:  Gregory Artman, Chairman                                   Scott Kifer, Member    

 Mary Ralston, Vice Chairman                                Jeanna Cerra, Secretary - Treasurer 

                                                                                                                         

   

VISITORS:                          Rich Simpson, Ken Reynolds                          

 OTHERS PRESENT:      

 Mr. Artman was running late so Mrs. Ralston called the meeting to order at 7:00 pm following the Pledge of Allegiance to the Flag.  Copies of the Agenda and Minutes were given to all attending and were posted along with the Treasurer’s Report and Bill Payment List on the bulletin board for review. Public comments will be taken at the end of the meeting. 

Mr. Kifer made a motion to adopt the Minutes from October 21, 2024, regular meeting; Mrs. Ralston            seconded it.  

Mr. Kifer made a motion to accept the Treasurer's Report for October Mrs. Ralston seconded it.  Receipts for October were $14,371.80 and expenses were $68,143.29 leaving a total balance of $391,406.36 (General Fund –$78,346.83; Capital Fund – $150,451.50; State Fund - $77,996.03; Street Light Fund –$12,612.00)

Mrs. Ralston made a motion to approve the Bill Payment List for October 18-November 14, 2024, seconded it.                            Each Supervisor stipulated that his vote did not include anything pertaining to himself or any member of his family.

 CORRESPONDENCE

A notice was sent from Olympus Energy stating they were applying for a permit to drill for an Unconventional Well in Allegheny Township.

A letter was sent from PennDOT informing the township of the upcoming 2025 projects.

 STAFF REPORTS

Police Report – October 1-31, 2024. Mr. Artman announced the board hired Officer Willison full time and are also hoping to hire another full-time officer.

 Maintenance Crew- The crew is ditching and have been working on Laurel.

 TOWNSHIP COMMITTEES-

Parks Committee No committee

Planning Commission- No meeting because of Veteran’s Day.

OLD BUSINESS

Mrs. Ralston updated that Kiski Township, Apollo Borough and North Apollo Borough are no longer interested in being a part of the Kiski Valley Regional Police Department. This week a meeting with Parks Township and Leechburg Borough will continue to discuss moving forward.

Mrs. Ralston made a motion to adopt the 2025 Budget, Mr. Kifer seconded it and Mr. Artman made it unanimous.

Mrs. Ralston made a motion to enter a contract with the Conservation District for a DGLVR Grant for Hickory Road. Mr. Artman seconded it and Mr. Kifer made it unanimous.

NEW BUSINESS

Mr. Kifer made a motion to table the increase for Supervisors compensation rates and for the secretary to get some sample resolutions. Mrs. Ralston seconded it, and Mr. Artman made it unanimous.

The request for the handicapped parking on Washington Street was tabled and asked the secretary to talk to the solicitor about it.

Mr. Artman made a motion to sign the non-building waiver for Klingensmith’s, Mr. Kifer seconded it, and Mr. Artman made it unanimous.

Mr. Kifer voted no to being the representative for the LSA Grant for the Comprehensive plan because of lack of information, Mr. Artman seconded it.

 PUBLIC COMMENT

Mr. Reynolds said there is a hole at the bottom of the hill on Maple where the new work was done. The secretary said she would call Russell Standard to come look at it.

ADJOURNMENT

 The next Regular Monthly Meeting will be held December 16, 2024, at 7:00 pm in the Community Building, North Vandergrift.

There being no further questions or comments, Mrs. Ralston moved to adjourn at 7:57 pm; Mr. Kifer seconded it, and Mr. Artman made it unanimous.
