The
Parks Township Board of Supervisors held their regular monthly meeting on
December 16, 2024, at 7:00 pm in the Community Building, 26 Jackson Street,
North Vandergrift.
MEMBERS PRESENT: Gregory
Artman, Chairman
Scott Kifer, Member
Mary Ralston, Vice

Retter, Connie Jerich, Ken Reynolds, Brian Szitas, Gene Bell
OTHERS PRESENT:
Mr. Artman called the meeting
to order at 7:00 pm following the Pledge of Allegiance to the Flag. Copies
of the Agenda and Minutes were given to all attending and were posted along
with the Treasurer’s Report and Bill Payment List on the bulletin board for review.
Public comments will be taken at
the end of the meeting.
Mrs. Ralston made a motion to adopt
the Minutes from November 18, 2024, regular meeting; Mr. Kifer seconded it, and Mr. Artman made it
unanimous.
Mr. Kifer made a motion to accept
the Treasurer's Report for November. Mrs. Ralston seconded it; and Mr. Artman
made it unanimous. Receipts for November were $54,262.96 and expenses were $ 59,271.18
leaving a total balance of $314,397.43 (General Fund –$100,656.96; Capital Fund
– $150,451.50; State Fund - $53079.46; Street Light Fund –$10,209.51)
Mr. Kifer made a motion to approve the
Bill Payment List for November 15- December 12, 2024, to pay the dues for PSATs
and to buy the Gift cards for Christmas, Mrs. Ralston seconded it; and Mr.
Artman made it unanimous. Each Supervisor stipulated that his vote did
not include anything pertaining to himself or any member of his family.
CORRESPONDENCE
Armstrong County Sent the 2025 Real
Estate Assessment.
PSATS 2025 Conference will be held
on May4-7, 2025.
STAFF REPORTS
Police Report – Report for November
1-30, 2024. Mrs. Ralston announced that Officer Willison went from part-time to
full time and the supervisors will be interviewing for another full-time
officer.
Maintenance Crew- The
crew have been ditching Oak, Ash and Laurel and getting prepared for winter
weather.
TOWNSHIP COMMITTEES-
Parks
Committee No meeting
Planning Commission- Working on the
Solar Farm Ordinance, updating the blighted properties, building setbacks and
working on the Comprehensive Plan.
OLD BUSINESS
Mrs. Ralston reported that the
solicitor for Leechburg was not happy with the charter agreement for the
Regional Police so that has delayed the process the committee will meet again
after the holidays.
Mrs. Ralston made a motion to start
the process for the handicapped parking spot for the resident on Washington
Street, Mr. Kifer seconded it and Mr. Artman made it unanimous.
Mrs. Ralston made a motion to raise
the supervisor’s compensation pay to $75.00 a meeting and a resolution will be
made.
NEW BUSINESS
Mrs. Ralston made a motion to have
the secretary complete the County Documents and send them, Mr. Kifer seconded
it and Mr. Artman made it unanimous.
Mrs. Ralston made a motion to adopt
the new fee schedule, Mr. Artman seconded it, and Mr. Kifer made it unanimous.
Mrs. Ralston made a motion to accept
the new Workers Comp policy from Encova Insurance, Mr. Kifer seconded it and
Mr. Artman made it unanimous. M.s Connie Jerich was present to answer any
questions.
The Board asked that the secretary
contact Peoples Gas to see if they could send someone out to the Dime Building
to be more specific about what and where they wanted to dig for the gas line.
PUBLIC COMMENT
Mr.
Bell asked about a local ambulance service,he was told Vandergrift #2, C&S
and Oklahoma cover Parks Township, and also asked about hiring someone to help the township get grants.
Mr.
Reynolds wanted to let the board know he still was not happy with Maple Road.
An
Executive Session was held to discuss personnel matters. Executive Session
commenced at 8:00 and concluded at 8:35.
ADJOURNMENT
The next meeting
will be the Reorganization/Regular Meeting and will be held on January 6, 2025, at 7:00 pm in the Community Building, North
Vandergrift.
There being no further questions
or comments, Mrs. Ralston moved to adjourn at 7:57 pm; Mr. Kifer seconded it;
and Mr. Artman made it unanimous.
