The Parks Township Board of Supervisors
held their regular monthly meeting on July 21, 2025, at 7:00 pm in the
Community Building, 26 Jackson Street, North Vandergrift.

Mr. Artman called the meeting
to order at 7:15 pm following the Pledge of Allegiance to the Flag. Copies
of the Agenda and Minutes were given to all attending and were posted along
with the Treasurer’s Report and Bill Payment List on the bulletin board for
review. Public comments will be
taken at the end of the meeting.
Mrs. Ralston made a motion to adopt
the Minutes from June 16, 2025, regular meeting; Mr. Artman seconded it. The secretary added that the minutes from each
meeting are not posted until they are adopted at the next meeting.
Mrs.
Ralston made a motion to accept the Treasurer's Report for June 2025, Mr.
Artman seconded it. Receipts for June 2025 were $42,035.99 and expenses were $151,588.60
leaving a total balance of $584,388.90 (General Fund –$162,799.54; Capital Fund
– $228,167.86; State Fund - $176,052.41; Street Light Fund –$17,369.17)
Mrs. Ralston made a motion to approve the Bill
Payment List for June 13-July 17, 2025, and Mr. Artman seconded it. Each
Supervisor stipulated that his vote did not include anything pertaining to
himself or any member of his family.
CORRESPONDENCE
A letter was sent from the DEP about
Mr. Solomon having dirt dumped on his property which is in a flood zone. The
letter said in his case there is no FEMA delineated floodway, so the regulated
area is 50 feet from the top of the flood bank. Mr. Soloman said he is
compliant with that.
STAFF REPORTS
Police Report – June 1-30, 2025.
Chief Willison also reported that a safety equipment donation was acquired from
the USDSA and a monocular with heat sensing was sent to the township, valued at
$3000.00
Maintenance Crew- The
crew has been mowing, berming and cutting trees, clean up from the storms. The new mower has
broken down. The crew put in the driveway pipe on Locust.
TOWNSHIP COMMITTEES-
Parks
Committee- Mulch will need to be put down at all the parks and the roof of
Kepple Hill pavilion needs repaired.
Planning Commission- Bridgid Beatty
from the county came and went over all the dilapidated properties, the township
is doing everything that can be done with these properties. Right now, there
are none in repository.
OLD BUSINESS
The Solar Ordinance was tabled until
next month.
The pipes need to be ordered for
Hickory’s DGLVR grant project.
The grant for Locust will be
submitted through the county in the fall for the Penn DOT Multimodal Grant. The grant application for bridge at the Dime
Building was sent to the county hoping to be put on the TIP program. Willow Oak
and Chestnut bridges will also be submitted for grants.
NEW BUSINESS
Mr. Artman made a motion to
advertise for bids for the Massey Ferguson, Mrs. Ralston seconded it.
The ATV joint permit with Bethel and
Gilpin will be tabled until next month.
PUBLIC COMMENT
Mr.
Simpson said hedges need trimmed on the corner of Terrace and State Roads and
the stop sign at Crawford.
Ms.
Geist said the roads on Kiski Highlands are really bad.
Mr.
Duriancik said there are many issues with Kepple Avenue, bushes and knot weed
needs cut.
Mr.
Soloman asked if he could return to dumping ground on his property. Mrs.
Ralston said as long as it’s at least 50 feet from the streambank as per the
DEP.

The next Regular Monthly
Meeting will be held August 18, 2025, at 7:00 pm in the Community Building,
North Vandergrift.
