Meeting Minutes

The Parks Township Board of Supervisors held their regular monthly meeting on October 20, 2025, at 7:00 pm in the Community Building, 26 Jackson Street, North Vandergrift.

 MEMBERS PRESENT:  Gregory Artman, Chairman                                   Scott Kifer, Member     

                                 Mary Ralston, Vice Chairman                               Jeanna Cerra, Secretary - Treasurer 

VISITORS:            Jeff Retter, Jay Start, Cindy Reilly, John S. Kuruc, Rich Simpson, Shawn Leasure  

 OTHERS PRESENT:     Chief Fran Willison 

 Mr. Artman called the meeting to order at 7:00 pm following the Pledge of Allegiance to the Flag.  Copies of the Agenda and Minutes were given to all attending and were posted along with the Treasurer’s Report and Bill Payment List on the bulletin board for review.   Public comments will be taken at the end of the meeting. 

Mrs. Ralston made a motion to adopt the Minutes from the September 15, 2025, regular meeting; Mr. Artman               seconded it.  

 Mr. Kifer made a motion to accept the Treasurer's Report for September 2025 and to advertise the budget, Mrs. Ralston seconded it, and Mr. Artman made it unanimous.  Receipts for September were $51882.13, and expenses were $80,229.11 leaving a total balance of $536,193.55 (General Fund –$347,596.44; Capital Fund – $182,167.86; State Fund - $176,771.85; Street Light Fund – $11,825.26) 

Mrs. Ralston made a motion to approve the Bill Payment List for September 12- October 17, 2025, Mr. Kifer                              seconded it, and Mr. Artman made it unanimous. Each Supervisor stipulated that his vote did not include anything pertaining to himself or any member of his family.

 CORRESPONDENCE 

Cook Medical renewed their NPDES Permit. 

A notice was sent for an estimated Liquid Fuels ($111,632.53) and Turnback ($10,880.00) from the Department of Transportation. 

PSATS Regional Forum will be October 29, 2025, in Cranberry. 

 STAFF REPORTS

Police Report – September 1-30, 2025, and Chief Willison asked to meet with the supervisors to reopen the contract for probationary pay rate for new hires and part time officers. 

 Maintenance Crew- The maintenance crew is done with Hickory. They fixed Ridge Road. Mrs. Ralston said it was requested to have them patch some holes on Locust. 

 TOWNSHIP COMMITTEES-

Parks Committee 

Planning Commission- They have been organizing and updating old files. They will start reviewing the AG Security review soon. 

OLD BUSINESS

A letter was sent from the engineer saying the DEP still has the General Permit that was submitted for Chestnut Bridge replacement. The permit should be approved and marked complete as long as there are no revisions. Mrs. Ralston asked the fire department members attending the meeting to please get some letters of support for the bridge grants from PTVFD. 

The DGLVR Grant for Hickory was extended into next year, to do work further down the road. 

The grant application for Penn DOT hasn’t opened yet for the grant the township is applying for Locust Road with the county.

The engineer is still working on the cost estimates for the bridge projects and as soon as he gets that he asks the township to request as many support letters as possible. 

Mr. Kifer made a motion to advertise the draft Solar Ordinance, Mr. Artman seconded it, and Mrs. Ralston made it unanimous. 

Mrs. Ralston made a motion to advertise the Utility Encroachment Ordinance, Mr. Kifer seconded it, and Mr. Artman made it unanimous. 

Trick or Treat was changed to Friday October 31, 2025, from 6-8pm. 

NEW BUSINESS

Mrs. Ralston made a motion to advertise the 2026 Meeting dates, Mr. Artman seconded it, and Mr. Kifer made it unanimous. 

Mr. Artman made a motion to advertise the Mower on Municibid, Mrs. Ralston seconded, and Mr. Kifer made it unanimous. The final date for bids will be Monday October 20, 2025, and announced at the meeting that evening. 

Mrs. Ralston made a motion to sign the agreement for the drug task force, Mr. Kifer seconded it, and Mr. Artman made it unanimous. 

 PUBLIC COMMENT

Ms. Reilly asked why the two white cars have been sitting in the yards next to the building for months. Chief Willison said he would check into it. 

Mr. Leasure asked if the bench was ever put up at the park in North Vandergrift. 

Mr. Retter asked to have some holes patched on Locust Road. 

ADJOURNMENT

 The next Regular Monthly Meeting will be held November 17, 2025, at 7:00 pm in the Community Building, North Vandergrift.

There being no further questions or comments, Mrs. Ralston moved to adjourn at 7:31 pm; Mr. Kifer seconded, and Mr. Artman made it unanimous.
