The Parks Township Board of Supervisors held
their regular monthly meeting at 7:00 pm in the Community Building, 26 Jackson
Street, North Vandergrift.

Mr. Artman called the meeting
to order at 7:00 pm following the Pledge of Allegiance to the Flag. Copies
of the Agenda and Minutes were given to all attending and were posted along
with the Treasurer’s Report and Bill Payment List on the bulletin board for
review. Public comments will be
taken at the end of the meeting.
Mrs. Ralston made a motion to adopt
the Minutes from October 20, 2025, regular meeting, and the October 16, 2025,
Budget Work Session; Mr. Artman seconded it.
Mrs. Ralston made a motion to accept the
Treasurer's Report for October 2025; Mr. Artman seconded it. Receipts for October were $20,942.69 and
expenses were $189,141.03 leaving a total balance of $323,360.98 (General Fund
–$224,238.23; Capital Fund – $182,167.86; State Fund - $132,063.06; Street
Light Fund –$9,130.06)
Mrs. Ralston made a motion to
approve the Bill Payment List for October 17-November 13, 2025, Mr. Artman seconded it. Each
Supervisor stipulated that his vote did not include anything pertaining to
himself or any member of his family.
CORRESPONDENCE
An email was sent to the township
giving an update on the project for Lees Lake property.
An invitation to a Christmas Open
House for Senator Pittman on December 4, 2025.
The 2026 UC Groups rate will be 2.15%
for 2026 for Parks Township.
Havin is having a Virtual Town Hall
and Resource Fair on December 5, 2025.
A thank you letter was sent from
PTVFD for the donation that was given from Parks Township.
CNX sent information about gas wells
that are scheduled to be put in Kiski Township.
A report from PTVFD was read.
STAFF REPORTS
Police Report – Chief Willison gave
the police report for October 1-31, 2025.
Maintenance Crew- The
crew is getting the trucks ready for winter weather. Mr. Dilick fixed the
heater at the shed. Mr. Retter asked if they could patch some holes on Locust. Mrs.
Ralston was asked if there was an ordinance stating residents are not to put
leaves, or any other debris in the ditch lines.
TOWNSHIP COMMITTEES-
Parks
Committee- No Committee
Planning Commission- The committee
is organizing records. A meeting for the AG Securities will be on January 15,
2025.
OLD BUSINESS
Bedford Township won the bid for the
Mower Max with a bid of $176,500.00. Mr. Artman made a motion to accept that
bid, and to also accept a Capital Reserve check for the payment; Mrs. Ralston
seconded it.
Mrs. Ralston made a motion to approve
the 2026 Budget, Mr. Artman seconded it.
No update on the grant for Locust.
Mrs. Ralston made a motion to adopt
the resolutions for the grant for the Fire Station Bridge and the grant for
Willow and Oak Bridges, Mr. Artman seconded it each grant will be around 1.2 million
dollars.
Mrs. Ralston made a motion to adopt
the Solar Ordinance and Mr. Artman seconded it.
Mrs. Ralston made a motion to adopt
the Utility Encroachment Ordinance, Mr. Artman seconded it.
NEW BUSINESS
A 7-year review of the AG
Security has begun, and a meeting will be scheduled in January.
An application for an on-lot
sewage system was reviewed for Rosella Drive.
Mrs. Ralston made a motion
to apply for the Bullet Proof Vest Grant, Mr. Artman seconded it.
Mrs. Ralston made a motion
to sign the Traffic Signal Maintenance Agreement and to adopt the resolution,
Mr. Artman seconded it.
Mrs. Ralston made a motion
to accept Officer Bartolicius’s resignation as a full-time officer and to keep
him as a part-time officer, Mr. Artman seconded it. At an Executive Meeting the
board hired a new full-time officer.
Mr. Artman made a motion
to sign a letter for the Armstrong County Emergency Dispatch to allow Tom Filo
to change the running cards, Mrs. Ralston seconded it.
A letter was sent from Joe
Estemyer stating he is no longer able to do the township’s annual audit and
recommended another CPA for the audit.

Meeting will be held December 15, 2025, at 7:00 pm in the Community Building,
North Vandergrift.
