The Parks Township Board of Supervisors
held their regular monthly meeting at 7:00 pm in the Community Building, 26
Jackson Street, North Vandergrift.

Mr. Artman called the meeting
to order at 7:00 pm following the Pledge of Allegiance to the Flag. Copies
of the Agenda and Minutes were given to all attending and were posted along
with the Treasurer’s Report and Bill Payment List on the bulletin board for
review. Public comments will be taken at
the end of the meeting.
Mr. Artman made a motion to adopt
the Minutes from the November 17, 2025, regular meeting; Mrs. Ralston seconded it.
Mrs. Ralston made a motion to accept the
Treasurer's Report for November 2025 Mr. Artman seconded it. Receipts for November were $252,579.26 and
expenses were $42920.32 leaving a total balance of $575,090.29 (General
Fund –$441,443.47; Capital Fund – $282,167.86; State Fund - $127,259.92; Street
Light Fund – 6386.90)
Mrs. Ralston made a motion to
approve the Bill Payment List for Nov. 14-Dec 11, 2025, Mr. Artman seconded
it. Each Supervisor stipulated that his vote
did not include anything pertaining to himself or any member of his family.
CORRESPONDENCE
KVWPCA sent the 2024/2025 Annual
Audit Report
A letter from Gov Shapiro was sent to
appoint Tom Filo to Emergency Management Coordinator for Parks Township. Mr.
Filo asked the supervisors to appoint Bryan Baum as his deputy. Mr. Artman made
a motion to appoint Bryan Baum as deputy and Mrs. Ralston seconded it.
Americas 250 PA Kick off Events will
start in 2026.
A revision in the Sunshine Act
allowing the Board to vote to add an item to the agenda.
PTVFD sent the report for November
2025.
STAFF REPORTS
Police Report – November 1-30, 2025
Maintenance Crew- The
crew has been busy plowing the roads and repairing equipment.
TOWNSHIP COMMITTEES-
Parks
Committee- no committee
Planning Commission- The committee
is working on the 7-year review of the AG Security. A grant was received for
the Regional Comprehensive Plan.
OLD BUSINESS
No update on the bridge grants.
The Penn DOT Multimodal Grant
application has not opened yet; the county will not be doing a group grant at
this time. Mrs. Ralston made a motion to apply on our own once it opens, Mr.
Artman seconded it.
The Bullet Proof Vest Application
was submitted.
NEW BUSINESS
Mrs. Ralston made a motion
to have the tax statements printed by the county, the real estate tax stays the
same as per the budget, and the streetlight tax will be on the duplicate, Mr.
Artman seconded it.
Mrs. Ralston made a motion
to revise the snow policy to The Seasonal Maintenance Guidelines to include
grass clippings and leaves, Mr. Artman seconded it.
Mr. Ralston made a motion
to sign the Resolution for Hazard Vulnerability Assessment and Mitigation Plan,
Mr. Artman seconded it.
Mr. Artman made a motion
to contract Hoffman Kennels for 2 more years; Mrs. Ralston seconded it.
Mr. Artman made a motion
to hire DeBlasio& DeBlasio Associates to perform the annual audit, Mrs.
Ralston seconded it, with the understanding that all deadlines must be met.
PUBLIC COMMENT
Mr.
Filo said that Mr. Ike Summerhill insulated the fire department side of the
Dime Building.
ADJOURNMENT
The next Regular Monthly
and Organizational Meeting will be held on January 5, 2025, at 7:00 pm in the
Community Building, North Vandergrift.
There being no further questions
or comments, Mrs. Ralston moved to adjourn at 7:31 pm; Mr. Artman seconded it.
