July 16, 2018
The
Parks Township Board of Supervisors held their regular monthly meeting on July
16, 2018 at 7:00 pm in the Community Building, 26 Jackson Street, North
Vandergrift.

Mr.
Shannon called the meeting to order at 7:00 pm following the Pledge of
Allegiance to the Flag. Copies of the
Agenda, Minutes, Treasurer's Report, and Bill Payment List were posted on the
bulletin board for review. Public
Comments will be taken at the end of the meeting. Mrs. Ralston was taping the meeting.
Mr.
Filo made a motion to adopt the MInutes of the June 18, 2018 meeting and Mr.
Shannon seconded it.
Mrs.
Ralston reported that the Impact Fee for 2017 was received on July 10th in the amount of
$10,440.29. This was about $3,000.00 more
than last year. Mr. Filo moved to accept the Treasurer's
Report for the month of June 2018 and Mr. Shannon seconded it. Receipts were $34,678.59 and expenses were $60,013.12 leaving a total balance of
$358,287.80 (General Fund - $111,037.73; Capital Funds $22,284.28; State Fund -
$206,488.89; and Street Light Fund - $18,47690).
Mr.
Filo made a motion to approve the Bill Payment List for June 16 thru July 13,
2018 and Mr. Shannon seconded it. Both
Supervisors stipulated that their vote did not include anything pertaining to
themselves or their families.
CORRESPONDENCE
KVWPCA
sent a copy of their May 16, 2018 Minutes.
PTMA
sent a copy of their May 22, 2018 Minutes.
MAWC
sent a copy of an application they submitted to Armstrong Conservation District
for a Chapter 105 GP-5 Utility Line Crossing Permit for the Gravel Bar Rd,
Glorietta Hill Rd, and River Road area.
PennDot
will hold a public meeting from 3:30 to 4:30 pm for public officials and a Plans
Display for the general public from 5:00 to 6:00 pm at the Community Building
on August 16, 2018 to discuss the replacement of Upper Mateer Bridge #2.
STAFF REPORTS
Police
Report - Mrs. Ralston read the Police Report for June 1 thru June 30, 2018.
Maintenance
Crew - Mr. Shannon reported the Crew has been mowing, patching, berming,
getting the Kepple Hill roads ready to pave, and cutting trees. Mr. Filo added that Mr. Artman and he will be
going to Kiskimere to decide where the underdrain should be installed at the
Park.
TOWNSHIP COMMITTEES
Parks
Committee - They are working on having a party the last day of free lunches. They are also planning a craft show on
September 29th at the PTVFD Social Hall to raise money to purchase playground
equipment.
Planning
Commission - The meeting was cancelled.
OLD BUSINESS
Pump
Station Road Update - Senate Engineering is applying for a new DEP Permit.
Kepple
Hill Paving Project - The paving should be started on Monday, July 23rd,
depending on the weather. it should only
take a couple of days.
Truck
Purchase - The truck should be ready August 13th, and then will be sent to have
the dump bed and hydraulics installed.
Armstrong
County Land Bank Formation - Nothing new to report.
Summer
Projects Update:
Laurel Road Pipe Replacement and Removal of Large
Overhanging Rock - Nothing has been done yet.
Locust Road Slide
- Nothing has been done yet.
Johnson Street
Drainage - The new drop and pipes were installed; new underdrain needs
installed at the Park.
Kepple Hill Park
Drainage - Bankson Engineers provided a copy of the survey map and Mr. Filo met
with Mr. Bill Braun of Senate Engineering, who will be drawing up a proposal.
Maple Road Slide
- Nothing has been done yet.
Cameras
for Dime Building - Mr. Filo commented
that last year they got an estimate to install cameras at the Dime Building; he
would like to revisit that and have it done.
Someone has been filling the dumpster out there and who knows what else
might be missing. Mr. Filo made a motion
to install cameras at the Dime Building.
Mr. Shannon revised the motion by adding as long as the price is under
$3,000. Mr. Filo then seconded that
motion and will follow through with getting an updated quote.
NEW BUSINESS
Armstrong
Conservation District Grant Applications for 2018-2019 Season - We can either
get a Dirt & Gravel or a Low Volume Road grant. To apply for an LVR grant for Locust Road, an
engineer must be involved. If we are
interested, we must notify Mr. Gregg Smith by August 24, and the grant application
must be submitted by August 30, 2018.
Multi-Modal
Grant - We had applied for a grant last year and the County tried to give us
the money for this summer; however, our project wasn't ready so we couldn't
accept the offer. The grant application for
this year must be done and submitted by July 31, 2018. If we want to use this to pave the rest of
Kepple Hill, we need to get all the drainage pipes installed and the project
has to be ready for paving by early next spring. The project for next year will be
approximately $290,000; our share would be around $110,000 and the grant would
be around $180,000. Mr. Filo will get
together with Mr. Artman and they will decide what pipes and catch basins are needed
to get everything ready for next spring.

next regular monthly meeting will be held on August 20, 2018 at 7:00 pm in the
Community Building, North Vandergrift. There
being no further questions or comments, Mr. Filo moved to adjourn at 7:23 pm
and Mr. Shannon seconded it.
