December 17, 2018





The Parks Township Board of Supervisors held their Regular Monthly Meeting on December 17, 2018 at 7:00 pm in the Community Building, 26 Jackson Street, North Vandergrift.

OTHERS PRESENT:                        Chief Doug Ciuca, Parks Township Police Department

 


Mr. Shannon called the meeting to order at 7:01 pm following the Pledge of Allegiance to the Flag.  Copies of the Agenda, Minutes, Treasurers Report, and Bill Payment List were posted on the bulletin board for review.  Public comments will be taken at the end of the meeting.  Ms. Summerhill was taping the meeting. 



Mr. Artman made a motion to adopt the Regular Monthly Meeting Minutes from November 19, 2018;  Mr. Shannon seconded.  Mr. Filo was not in attendance at the November meeting and therefore did not vote.

 


Ms. Summerhill informed the board that there has  not been many changes to the Treasurers Report and asked if there were any questions on it.  Mr. Shannon asked Ms. Summerhill if any money had been invested into CD's yet for the Police Pension fund.  Ms. Ralston informed Mr. Shannon that the rates for the CD's change every Wednesday and she is trying to make sure the money is invested into the best possible CD option.  Mr. Filo made a  motion to accept the Treasurers Report for the month of November 2018; Mr. Artman seconded the motion and Mr. Shannon made it unanimous.  Receipts were $56,001.33 and expenses were $31,511.63 leaving a total balance of $94,200.99.  (General Fund - $53,655.99; Capital Fund - $27,305.57; State Fund - $2,764.93; and Street Light Fund - 10,474.50).

 


Mr. Filo made a motion to release the fire escrow check to the owner of 1190 Dime Road due to the adequate job done in cleaning up the building after the fire that occurred there.  Mr. Artman seconded the motion and Mr. Shannon made it unanimous.   

 


Mr. Filo moved to approve the Bill Payment List for November 15 thru December 13, 2018.  Mr. Shannon seconded the motion and Mr. Artman made it unanimous.  Each Supervisor stipulated that his vote did not include anything pertaining to himself or any member of his family.


 


CORRESPONDENCE



KVWPCA sent a packet containing a copy of their October 17, 2018 meeting minutes as well as a copy of their October 2018 Plant Managers Report. 

 


PTMA sent a copy of their October 23, 2018 meeting minutes.

 


STAFF REPORTS


 


Police Report - Ms. Summerhill read the police report for November 1 thru November 30, 2018.

 


Maintenance Crew - Mr. Artman informed the board that the hole on Maple Road has been patched and the crew has been out patching other roads and cleaning/fixing ditches.  Mr. Artman asked if Mr. John Popovich could be contacted about going onto his land to cut into a hillside in an attempt to fix the drainage problems on the road there.  Mr. Shannon stated that it should be ok due to the fact that Mr. Popovich has been cooperative in the past for projects such as this but he will contact him to ask about it to be sure.  Ms. Ralston stated there is a form in the office that needs to be filled out that Mr. Popovich should sign giving written permission to do this. 


 


TOWNSHIP COMMITTEES

 


Parks Committee - Ms. Ralston reported to the Board that the Parks Committee worked with the Slovak Club to help three families in the township over the holiday season.  The Slovak Club donated $1500.00 to take the three families shopping for food and gifts for their children; the Parks Committee helped to organize, find, and contact the families that received assistance.  The Parks Committee also used the donated food, toys, and other products in the Community Building to help a few other families with food for the holidays.  No Township funds were used to do any of these donations to these families.  They only money used came from the Slovak Club.

 


Planning Commission - There was no meeting. 

 


OLD BUSINESS

 


Pump Station Road - There was nothing new to report.

 


Truck Purchase - The company is still working on building the new bed.


 


NEW BUSINESS

 


Mr. Filo made a motion to adopt the 2019 budget, which had been advertised.  Mr. Artman seconded the motion and Mr. Shannon made it unanimous.

 


Mr. Tom Filo made a motion to certify to the county that our millage will remain at 7 mills, that street lights will be put onto the tax duplicate, and that we do want a copy of the tax statements from 2018.  Mr. Artman seconded the motion and Mr. Shannon made it unanimous.  Ms. Ralston stated that the real estate assessment for 2019 is $38,015,170.00 but it will be adjusted to accurately reflect 2018 on January 23, 2019.


 


Ms. Summerhill read through the 2019 meeting dates.  Mr. Filo made a motion to accept and advertise the 2019 meeting dates.  Mr. Shannon seconded the motion and Mr. Artman made it unanimous. 

 


Mr. Shannon informed the other members of the board that the police department is in need of a new part-time hire.  There are some candidates for the position that can be interviewed.  Mr. Shannon made a motion that after interviewing the applicants they can be hired if desired without waiting for another meeting.  Mr. Filo seconded the motion and Mr. Artman made the motion unanimous. 

 


Ms. Ralston reminded everyone that the Reorganization Meeting will be held on January 7, 2019 at the Community Building beginning at 7:00 pm, including the regular monthly Meeting; the Auditors Reorganization Meeting will be held on January 8, 2019 at the Community Building beginning at 7:00 pm. 

 


PUBLIC COMMENT

 


Mr. Ken Reynolds asked Mr. Artman what he was thinking of digging on Maple Road.  A lot of what falls causes issues with the drainage.  Mr. Artman informed Mr. Reynolds that his intentions are to cut off the hillside and push back into it further to allow a different path for the water to drain.  Once we get the OK from Mr. Popovich we will try to go in and get this done as quickly as possible.  We have to check on the budget and the costs before making any final decisions though.  There was also a discussion on the steel gas line running through the woods and whether it was active or not; they also discussed the gas well locations through that area as well.  Mr. Artman wants to make sure that this job is done correctly in order to effectively solve the drainage problem while also creating something that will last for awhile.  Mr. Reynolds also asked about Locust Road and Ms. Ralston informed him that we have not heard anything back from the Senate Engineering.



Mr. Jeff Retter conveyed that he is upset that there are still a lot of potholes on his road and nothing has been done to fix them; the Maintenance Crew was driving on that road all last week but did not stop to do anything to fix the many potholes.  He continued on to tell the Board that the road is so bad a car  bottomed out and there's a piece of the car's bumper still on the road.  The Board acknowledged Mr. Retter's complaint,  informing him that they are trying to get the Crew out there to fix it but they do not listen to what they are told to do.  Mr. Retter asked them if they were or could do anything to reprimand the Crew for their insubordination.  Mr. Artman told him that the Board is trying to take steps to do exactly that but it takes a lot of time and they want to be sure they are going about doling out discipline the right way to avoid any further complications for the Township. 

 


Mr. Shawn Arduino asked the Board about getting permits to build a new small garage on the plot of land where his old building had burned down, 1190 Dime Road.  Mr. Artman asked Mr. Arduino who he had gotten to tear down the old building because they had done a nice and quick job of getting it moved out of there.  Mr. Arduino answered that he had used Mr. Dan Bauers to demolish the old building.  Mr. Shannon asked how big the building he was intending to build would be.  Mr. Arduino stated that the building would be about 18x30.  Ms. Ralston told Mr. Arduino that she has paperwork, permit applications, and a list of phone numbers to give to him after the meeting that he will need to file in order to be build a new garage.  Mr. Artman asked Mr. Arduino if he was going to put another apartment above the garage to which Mr. Arduino replied no.

 


ADJOURNMENT



The next regular monthly meeting will be held on January 7, 2019 at 7:00 pm in the Community Building, North Vandergrift. 



There being no further questions or comments, Mr. Filo moved to adjourn at 7:21 pm and Mr. Artman seconded the motion.
